DIBBS - SAM Differences:

• SAM solicitations come from instead of DIBBS.
• SAM procures items for all branches of government.
• DIBBS supplies items just for the Department of Defense.
• SAM Solicitations do not include price history.
• SAM bids are not submitted online.
• SAM solicitations include some duplicates from DIBBS.
• SAM solicitations may or may not include an NSN, unlike DIBBS.
• The SAM list contains solicitations, awards, sources sought and other kinds of requests/announcements.

SAM Solicitation Dates:

• Search DIBBS shows the solicitations released on individual days. Every day an has entirely new set of solicitations.
• Search SAM always has the full set of solicitation on www.sam.gov for all dates
• We update the entire set SAM solicitations every night.
• The list of SAM solicitations contains current solicitations and ones previously released.

SAM Navigator vs sam.gov

• You get a full list of all solicitations based on your filter selections
• You can create Filter Sets with various combinations of filters, including Phrases, Solicitation Types, NAICS Codes and Classification Codes
• You get a daily email based on your Filter Sets
• You can see or exclude solicitations that are duplicated in DIBBS

Issue Date

• Unlike Search DIBBS, we show all the solicitations currently in the SAM system, not just those released on a certain date.
• The first option (showing the most recent date) will show you the new solicitations.
• Alternatively, you can select 3, 7 or 30 days to see older solicitations.
• Finally, you can select a Range of dates with the Other option.

Solicitations:

Solicitations are the way SAM.gov requests companies to provide a variety of goods and services. Solicitation style and approach vary widely depending on the federal agency.

Solicitation provides detailed information about the project, product, or service requirements and includes key details like:

• Scope of work or specifications
• Evaluation criteria for selecting a contractor
• Terms and conditions that apply to the contract
• Submission instructions including deadlines

Solicitation Number:

• Search for a particular solicitation. You can enter a partial or complete solicitation number.

Agency:

• Select one of the US Government agency choices.
• Your results will include only solicitations with this agency, limited by any of the other filters you have set.

Performance City:

• Some solicitations include place of performance location.
• Use this filter to find solicitations where the work is to be done in a particular city
• A solicitation for janitorial service in a particular government office building would typically include place of performance.

Performance State:

• Some solicitations include place of performance location.
• Use this filter to find solicitations where the work is to be done in a particular state
• A solicitation for janitorial service in a particular government office building would typically include place of performance.
• Use 2 letter abbreviations separated by commas. For example: OH, IN, FL, VT for Ohio, Nevada, Florida and Vermont

Phrase:

• Enter a word or phrase to search for solicitations that contain the phrase or word in the Title or Details for the solicitation.
• You can enter things like:
• janitorial services, install computer system, senate office building, etc.

Set Aside Type:

• The Set Aside filter allows you to find solicitations that are set aside for certain types of companies.
• SAM solicitations have a wide variety of Set Aside Types. Pick the one that meets your situation.

Here are some examples: 8A, SBA, SDVOSB, HUZ, WOSB, etc.

Classification Code:

• Classification codes are very helpful in finding solicitations for specific products and services
• You can filter a Classification Code by entering up to 4 digits of the classification code.
• Classsification codes are also known as Federal Supply Codes

Zip Codes:

• You can specify the zip code for the place of perfomance.
• You can use the entire 5 digit zip code or you can use the first 1, 2, 3 or 4 digits.
• 450 will find locations in southern Ohio.

Classification Codes:

Classification Codes are used to describe the kind of item being purchased. These codes cover the full range of federal contracting for services, supplies, manufactured items, etc.

NAICS Codes:

• NAICS codes are very helpful in finding solicitations for specific products and services
• You can filter a NAICS code by entering up to 6 digits of the NAICS code.
• 33 will bring up solicitations for Manufacturing
• 332 will bring up solicitations for Fabricated Metal Product Manufacturing
• 332510 will bring up solicitations for Hardware Manufacturing

See In DIBBS:

Some SAM solicitations are duplicates of those posted in DIBBS. The duplicates are indicated by the word Open in the "See In DIBBS" column.

In the case of duplicates, viewing the solicitation in DIBBS Navigator provides much more information and quick access to the DIBBS quote form.
